[Release] CondationCMS server version 7.4.1

Today we released version 7.4.1 of the CondationCMS server.

This is a bugfix release fixing a configuration bug introduce with CondationCMS 7.4.0. This bugs disables the possibility to override configurations with environment specific once like site-dev.toml.
